GIS Analyst

Springfield, MA

The Springfield Water and Sewer Commission is seeking a GIS Analyst to join its GIS team which is part of a 14-person IT Department that services technology needs throughout the organization. The GIS team is responsible for maintaining and revising the Commission's GIS database while working closely with professionals throughout the organization.  Specific duties include performing desktop editing procedures, analytical processes, cartographic production, operation of GPS hardware and participation in drone-based data collection missions.

The GIS Analyst works in an office setting at the Commission's Agawam, MA campus, but travel to the Commission's locations throughout Western Massachusetts for outdoor work is regularly required in all seasons. 

The Springfield Water and Sewer Commission was established in 1996 as an independently operated and managed regional water and wastewater utility that provides retail and wholesale water and sewer service to approximately 250,000 residential and business customers across multiple communities in the lower Pioneer Valley.  The SWSC has approximately 250 employees that operate and maintain a system of one thousand miles of water and sewer pipe, treatment plants, reservoirs, watershed land, dams, and other critically important infrastructure that serves the public.

Minimum qualifications for the GIS Analyst position include:

  1. Bachelor’s degree is required with a preference for a degree in geography, regional planning, natural resources, engineering, or a related discipline
  2. Professional experience in the usage, design, development, and support of GIS solutions
  3. FAA Drone Pilot licensure or the ability to obtain licensure within 12 months of employment 
  4. Current state driver's license

The successful candidate will demonstrate/have:

  1. high degree of computer literacy with a strong proficiency in the use of desktop, browser, and mobile GIS solutions
  2. familiarity with current Esri desktop, mobile, enterprise, and online products
  3. knowledge of principles, practices, and trends of GIS technology
  4. knowledge of general mapping principles, spatial analysis, and cartography
  5. excellent attention to detail as well as excellent problem solving and analytical skills
  6. ability to work well in team settings and also independently
  7. experience with structured query language as well as scripting and automation tools

Starting salary range is $65,000-$70,000.  Factors that will impact salary include:

  1. Level of successful professional technical experience conducting map edits, producing map products, and implementing GIS solutions
  2. Ability to effectively mentor entry level GIS staff members
  3. Possession of FAA Drone Pilot licensure
  4. Experience using high-accuracy GPS devices
  5. Understanding of the application of GIS in the utility industry and/or water sector, specifically
  6. GISP certification
